Asbestos Surveys and the APCD 10-Working-Day Notice in Louisville
June 16, 2026 | 5 min read
Many Louisville buildings predate modern restrictions on asbestos, and it can turn up in floor tile and mastic, plaster, roofing, siding, pipe and duct wrap, and boiler insulation. Because breaking it up can release fibers, demolition and some renovations are regulated. This article summarizes the usual process. It is not legal advice, and requirements should be confirmed with the agencies.
Who regulates it locally
In Jefferson County, asbestos work is overseen by the Louisville Metro Air Pollution Control District (APCD). Its Regulation 5 covers asbestos, including provisions that adopt the federal NESHAP standard (40 CFR Part 61, Subpart M) and local control standards. Kentucky also runs a licensing and certification program for asbestos professionals, so inspectors and abatement workers should be state-certified or licensed.
The usual sequence
- Survey first: a certified inspector samples suspect materials before demolition or regulated renovation begins.
- Written notification to APCD: typically at least 10 working days before demolition or regulated renovation starts. Confirm current wording and any forms or fees with APCD.
- Abatement if needed: regulated asbestos-containing material is removed by qualified personnel under required controls before it is disturbed.
- Disposal: waste goes to an approved facility, with documentation retained.
Renovation thresholds
For renovations, federal rules key on the amount of regulated asbestos-containing material, often described as roughly 160 square feet, 260 linear feet or 35 cubic feet. Whether your project crosses that line depends on the survey and scope, and local rules may add requirements. Ask APCD about your situation.
Plan for the clock
A ten-working-day notice period plus survey and lab turnaround means a start date can be weeks away even for a small job. Surveying early is the simplest way to avoid a stalled schedule.
